Dear President-Elect Donald Trump,

I am writing to you to let you know that the Chinese spy agencies sent many Chinese spies to the United State to prepare Unconstrained Warfare against the United States. Ms. Xiamin Zeng and Ms. Yinghua Guo are two of the Chinese female spies who were sent by the Chinese Military spy agency. I have reported both cases to FBI and relevant agencies in the United States.

The Chinese spy agencies have sent several spies to me and harassed me again and again. Some of the female spies dated with the police officers of NYPD and take advantage of these corrupted police officers to make me arrested again and again, at least dozen times. The Chinese spies even showed the court that I had criminal records. However, they provided some criminal records of someone named Daniel, but they claimed it was me! This is one of the strategies the Chinese spy frequently used to do the so called "legal warfare"!

I hope you would pay attention to the Chinese spies and do your best to fight back against the Communist spies.

These spies had frequently threatened to kill me. In case I was killed or kidnapped, my friends will disclose some of my documents. I have asked some of my friends to keep some of my evidences to prove Yinghua Guo and Xiamin Zeng are Chinese spies.

Those spies had tried to do "legal warfare" against some well-known Chinese dissidents. Here are some example cases:

1. In 2015, Gui Minhai along with 4 of his employees were kidnapped by the Chinese spy agency.

From October 2015 to the end of 2015, Hong Kong publishers Gui Minhai, Lv Bo, Zhang Zhiping, Lin Rongji, and Li Bo (different from Lv Bo) ware all kidnapped by the Chinese spy agencies from other countries.


Publisher Gui Minhai (a citizen of Sweden) was forced to show up at the CCTV to confess guilty right after he was kidnapped from Hong Kong by Chinese spy agency.


2. On April 26th, 2016,Mr. Harry Wu, a well-known Chinese dissident, was found dead while traveling in Honduras

3. On November 29th, 2016,Mr. Peng Ming, a well-known Chinese dissident, was found dead in a Chinese prison.

Mr. Peng Ming, a well-known Chinese dissident, was kidnapped in Vietnam by the Chinese military spies and then was given life sentence by the Chinese Communist government. On November 29th, 2016,Mr. Peng Ming, was found dead while he was serving his life sentence in Xianning prison, Hubei province!

4. On July 1st, 2006, Mr. Zhang Hongbao, another well-known Chinese dissident was killed in a car accident.

Since 2001, Mr. Zhang Hongbao had been false accused by some Chinese spies, including Ms. Yan Qingxin (on the right) and Ms. He Nanfang(on the left). Those Chines spies robbed almost billion dollars by filing lawsuits against Mr. Zhang Hongbao!


Mr. Zhang Hongbao was killed in a car accident in northern Arizona.

5. On February 13th, 1995,Mr. Li Zhisui was found dead in his tub, right after he published a book regarding Chairman Mao!

Mr. Li Zhisui and his book: The Private Life of Chairman Mao. Most Chinese believed that Li Zhisui's death was quite related with his book!


6. On June 4th, 2012,Mr. Li Wangyang, another well-known Chinese dissident, was killed while under house arrest

Mr. Li Wangyang had served 22 years in Chinese prison due to political reasons. Once he was released, he was interviewed by Mr. Lin Jiancheng, a reporter from Hong Kong and the interview was on TV news in Hong Kong. Then, on June 4th, 2012, Mr. Li Wangyang was killed!

7. Mr. Wang Bingzhang was kidnapped by Chinese Military spies in 2002

Ms. Yan Qingxin(female on the right) and Ms. Zhang Qi (left) are sisters. Ms. Yan Qingxin claimed in her book that she served as Chinese Military spy over 14 years. Ms. Yan Qingxin and Ms. Zhang Qi had played honey traps to some well-known Chinese dissidents, including Mr. Wang Bingzhang, Mr. Peng Ming, and Mr. Zhang Hongbao. And they helped the Chinese Military spy agencies to kidnap or "legal warfare" against these Chinese dissidents.  Now Mr. Wang Bingzhang is still serving his life sentence in a Chinese prison in Guangdong Province.


Since I came to the United States in 1996, the Chinese spy agency had frequently send spies to harass me, just like what they did to the above mentioned Chinese dissidents.

Just recently, in January 2017, Wall Street Journal (WSJ) published an article regarding the Obama administration and American lawmakers are so concerned about the potential Unconstrained Warfare launched by the Chinese government, especially through chips or optical network produced/provided by Chinese firms, such as Huawei, China Soft, China Investment Corporation, etc. All these firms had been repeatedly mentioned in my articles which were written 4 years ago! It is no doubt that the Obama administration and American lawmakers had reviewed my reports and thus paid attention to those Chinese firms and the so called Unconstrained Warfare against the United States. I believe that my articles had drawn attention to American media, lawmakers.

However, the Chinese government also pay attention to my articles and my articles made the Communist evils very angry at me. Right after I posted some of the articles listed above, the Chinese Communist spy agencies in Shanghai sent Ms. Xiamin Zeng, another female spy, to the United States, and immediately approached me and dated with me. One year later, Ms. Xiamin Zeng started Legal Warfare, which is one type of the so called Unconstrained Warfare listed the notorious book "Unconstrained Warfare" written by the Chinese general Qiao Liang. Actually, Ms. Xiamin Zeng threatened me many times that she would kill me or made me death in the Jail of the United States. She also threatened me that she was sent by Mr. Shen Yuanxiong, who is the head of the Chinese spy agency in Shanghai.

Mr. Sun Xiaoyong and Ms. Xiamin Zeng are both active members of the Chinese Communist Party. Even they came to the United States, they asked their father (Mr. Sun Dashuang) to pay their membership fee to the Chinese Communist Party in China! And they frequently received funds from Mr. Shen Yuanxiong as salary for their spy activities in the United States!

曾霞敏的妈妈曾国娟年轻时在嘉定区政府工作,期间,成为嘉定区政府官员孙继伟的小三。后来,孙继伟成为嘉定区区长,曾霞敏的妈妈曾国娟几次找到孙继伟,要求孙继伟帮助曾国娟的女儿曾霞敏及儿子孙小勇找出路安排工作,于是,孙继伟就安排曾霞敏和孙小勇都成为上海国保。


Mr. Sun Jiwei (right) is a top Communist leader in Shanghai. Ms. Zeng Guojuan is the mother of Ms. Xiamin Zeng. Ms. Zeng Guojuan used to date with Mr. Sun Jiwei. Ms. Zeng Guojuan then asked Mr. Sun Jiwei to find good jobs for her daughter Zeng Xiamin and her son Sun Xiaoyong. Mr. Sun Jiwei asked Mr. Shen Yuanxiong (the 4th from the right, and the head of the Chinese spy agency) to recruit Ms. Xiamin Zeng and Mr. Sun Xiaoyong to be Chinese spies. 


Mr. Shen Yuanxiong (circled by red) is the head of the Chinese Spy agency in Shanghai. Here is some of the pictures provided by Xiamin Zeng, which shows that Shen Yuanxiong served as bodyguard of Xi Jinping whenever Xi Jinping visited Shanghai.

Normally, the contact information of any head of the Chinese spy agencies are strictly confidential. Normal people would never know their identity nor their phone numbers. But Xiamin Zeng knows the cell phone number and can frequently make phone calls with Shen Yuanxiong. Xiamin Zeng later confessed to me that Mr. Shen Yuanxiong is her direct boss!



Xiamin Zeng frequently contacted with Mr. Shen Yuanxiong through cell phone, emails. Shen Yuanxiong frequently sent/gave money to Xiamin Zeng. Here is one of the tape that Xiamin Zeng spoke to Yuanxiong Shen to discuss transfer money from China to Xiamin Zheng. (曾霞敏经常同沈元雄直接电话联系,下面是曾霞敏和沈元雄的一次电话录音):

Now Xiamin Zeng hired several American Attorneys to file lawsuits against me again and again. They told the Judge that I had hidden income and they claimed I had capability or potential to make Million dollars income! They even listed some of my articles I posted on the web to prove that I was smart enough to make million dollars income or I was mad/crazy!

What they are trying top prove? They are trying to prove that I had helped the United States to dig out some of the Chinese spies! This article appeals the Obama administration and American lawmakers to pay attention to the threat from Chinese Spies, and now the Obama administration and American lawmakers are trying to do what I had suggested them to do. I believe that President-Elect Trump will do even more to fight against the Chinese Spies, especially the Chinese female spies hiding in the United States!

Mr. Sun Xiaoyong and Ms. Xiamin Zeng had asked me several times to work for the Chinese spy agency or to be killed if I refused to work for them.

I told them: I am prepared to be killed by the Chinese spies.

I have more evidences to show how Xiamin Zeng dated with police officers from 109th Precinct, and that police officer provided very sensitive information to Xiamin Zeng, including how the 109th Precinct collaborated with FBI to make secret arrest of some Chinese businessmen. Ms. Xiamin Zeng frequently dated with that police officer and get sensitive information. That police officer told Xiamin Zeng all the above mentioned arrests which were taken secretly. Some of the police officers collaborated with FBI to make the arrests. That police officer even followed me and threatened me and asked me to leave Xiamin Zeng so that he could date or marry with Xiamin Zeng.

Ms. Xiamin Zeng later dated with police officer of the 7th Precinct in Manhattan.

I have to protect myself. In case I were killed or kidnapped by Chinese spies, I hope this letter and some other articles posted on my blogs would be helpful for FBI who are responsible to keep the United States to be a safe country and to protect US citizens from being kidnapped or killed by the Chinese spies.

WASHINGTON—The Obama administration is finalizing a study that could lead to restrictions on Chinese investment in the U.S. semiconductor sector.

The report, being prepared by President Barack Obama’s chief science adviser and due to be published before he leaves office this month, will include recommendations aimed at bolstering protection of an industry deemed critical to national security, according to people familiar with the study.

Among its recommendations could be a tougher stance by the Committee on Foreign Investment in the U.S., or CFIUS, a secretive multi-agency panel that reviews foreign acquisitions of U.S. assets for national security threats.

The report will give guidance to CFIUS on China’s strategic efforts to dominate the semiconductor market and could lead to new export controls and restrictions on joint-ventures with Chinese firms, according to industry officials.

The Obama administration’s dialing up of its scrutiny of Chinese investment in the U.S. is a rare alignment of policy with the incoming Trump team, which has promised a tough stance with the Asian powerhouse.

“A loss of leadership in semiconductor innovation and manufacturing could have significant adverse impacts on the U.S. economy and even on national security,” John Holdren, the president’s chief science adviser, said in October.

CFIUS, established in 1975 to protect national interests from foreign investment, is chaired by the Treasury Department and has members from the departments of Justice, Defense, State and at least five other executive offices. It has the power to unilaterally block mergers and acquisitions of U.S. assets by foreign investors, and can require terms preventing the transfer of sensitive information and technology deemed important to national security. Often mere notification of a review by the panel discourages deals. Most of its dealings are confidential and meetings secret.


The CFIUS panel has approved some Chinese deals in recent years, including a bid for the Chicago stock exchange. However it has already ratcheted up its oversight of proposed semiconductor acquisitions.

Last month it rejected the proposed sale of Aixtron SE of Germany—which has a U.S. subsidiary—to Grand Chip Investment GmbH, the German unit of China’s Fujian Grand Chip Investment Fund. The CFIUS panel also forced the withdrawal of two other Chinese acquisition targets in the U.S. over the past 24 months.

The U.S. government views the semiconductor sector as one of the nation’s most critical industries, given that it makes computer chips for everything from smartphones to missiles, satellites to energy grids. U.S. officials are concerned the Chinese could gain backdoor entry into just about anything related to national security, including communications and military weapon systems.

Commerce Secretary Penny Pritzker has cited Beijing’s $160 billion plan to establish itself as a global leader in the semiconductor industry as a threat to the U.S. and reason for the working group’s review.

“We are seeing new attempts by China to acquire companies and technology based on their government’s interests—not commercial objectives,” Ms. Pritzker said. “We will not allow any nation to dominate this industry and impede innovation through unfair trade practices and massive, non-market-based state intervention.”

Officials at China’s Ministry of Commerce and Ministry of Industry and Information Technology didn’t respond to requests for comment.

According to a report by the Rhodium Group consultancy for the U.S.-China Economic and Security Review Commission, a congressional advisory panel, Chinese investment in the sector outside of China jumped threefold in 2014 to $3 billion.

Ms. Pritzker said Mr. Holdren’s impending report, drafted with input from top industry executives and a former senior Central Intelligence Agency official, will provide the next president “with a blueprint for action” to help secure the U.S. semiconductor sector.

Former U.S. trade officials say the semiconductor brief could give the Trump administration added reason to increase oversight of Chinese investment in the U.S., in part to leverage better trade terms with China.

Some industry and government officials are concerned current surveillance is insufficient. CFIUS reviews typically cover acquisitions, not investments where foreign companies build new operations in the U.S. from the ground up.

It is unclear, for example, whether deals such as the one inked earlier this year by Advanced Micro Devices Inc. to license its technology to China’s Tianjin Haiguang Advanced Technology Investment Co. would trigger a CFIUS review because it didn’t give the company control of the U.S. firm.

A bipartisan collection of U.S. lawmakers is gearing up to expand CFIUS’s legal mandate, in part to demand greater access by U.S. investors into China. Charles Schumer of New York, a top Senate Democrat, has urged the administration to boost scrutiny of Chinese investment deals, citing the failure of Chinese government to grant U.S. investors access in China.

The Government Accountability Office criticized the Department of Defense earlier this year for not adequately addressing the risk of foreign investment in real estate and other sectors near military training and testing ranges. In January, the GAO will explore whether the CFIUS law and administration reviews are strong enough to protect U.S. national security.

The U.S. semiconductor industry is facing an unprecedented wave of consolidations, with mergers and acquisitions in the sector valued last year at over $100 billion. Chinese officials see an opportunity: They launched a coordinated state strategy to boost its share of domestically made chips in its market from around 10% to 70% in the next 10 years, using a $160 billion state fund as its war chest.

Some lawmakers fear that tougher CFIUS reviews could give China reason to block even more U.S. investment into China. That is anathema to many U.S. firms that want to capitalize on the world’s most populated market where a burgeoning middle class is reshaping global demand for goods.

Along with Mr. Trump’s other statements promising an aggressive trade stance, many lawmakers, economists and business officials worry the next president could spark a trade war with China that could do more harm for the U.S. economy than good.

At the same time, CFIUS officials have also worried about suppressing investment and closing markets.

“It is in the national interest of the U.S. to maintain an open investment policy,” said Aimen Mir, Treasury’s deputy assistant secretary for investment security.
